It's pretty simple, actually. Now if I were to lock my framerate on FRAPS to 60FPS while recording, will my online gameplay change? Will it be harder to play or something? I have a good computer than can run FRAPS at 60FPS but will there be problems when I play online?

Answer is also pretty simple. Try it.

If it starts dropping frames, slowing down or acting sluggish then yes, it will be harder to play.
On a computer with specs like 'good computer' you shouldn't notice anything else than that your FPS will be capped at 60.
