That's how it seems to work for me. Think about a distance that's about the length of half of the large pipe on Hardhat. If I get in an engagement with someone within that kind of distance (assuming things like connection and lag compensation are equal), I will usually lose if they have a gun that fires faster than mine. I've lost to L86 hipfire from that distance. Now I have pretty good accuracy (near 21 for most of my ARs and SMGs), so it's not like I'm missing shots.
The two things that probably play to my disadvantage are 1) I never run Quickdraw on my CM901. I use it in a high killstreak role. When I'm feeling an AC130 or Pavelow, the ACR and CM901 seem to work well for me. When I use this class, I'm normally running Hardline. 2) The CM901 kills in 3 bullets unless one is a headshot. Rarely will I worry about aiming for the head in CQC. Normally I'm just worried about putting shots on the guy. So normally it's 3 bullets.
Every other fully automatic assault rifle kills in 3 bullets up close and fires faster (except for the FAD, which takes 4 bullets. But it's time to kill up close us still equal to the CM901, due to the high rate of fire).
Further, every SMG and LMG can kills in 3 bullets up close and all have faster fire rates than the CM901 (except for the M60, which can kill in two bullets). Not surprisingly, all of thees weapons have a quick time to kill at close range than the CM901.
Maybe you are just getting lucky. I'm not sure how else to explain it. My personal experience and the stats seem to line up. But if you are getting kills up close with it, all the more power to you
